In a PES statement for Europe Day, PES President Poul Nyrup Rasmussen said the real debate was not for or against Europe but what sort of European Union do we want. Zita Gurmai, President of PES Women underlined the PES commitment to develop a new agenda for Europe for the next European elections in June 2009 that recognises citizens’ aspirations and concerns for the future.

Today, European Union is an economic reality but not a political one because the weight of European Institutions in the international scene is very frail. This situation is not very good for the people who believe that economic liberalism is too strong in the whole world thanks to the globalization phenomenon. Social globalization is not so strong as the economical one and this is a real problem for the “socialist family” since the values of socialism are based on a social way of thinking.
That is the reason because the European Socialists should work to build a very strong Party of European Socialists. We have to compensate for the excessive power of economic liberalism with a new model of social protection. European Union should take enough power to become one of the main international players (such as the United States, the International Monetary Fund, the World Bank, Japan, etc.) with real capacity of influence in the “international social agenda”. Today, decisions should be taken in a global way; socialists should bring together all their resources to push for a change in the European Institutions, and ways of acting of the European Union. Socialism must become global, as global as liberalism, otherwise our main institution (welfare state) will disappear.

Cette semaine, les
experts en communication des partis socialistes et
sociaux-démocrates se sont réunis à Bruxelles pour débattre de la
campagne électorale pour les élections européennes de 2009.
Cinquante spécialistes de campagne se sont donc rencontrés afin
de partager leurs idées sur comment faire campagne ensemble comme
une seule famille politique.
Les experts ont analysé les campagnes socialistes existantes afin de s'en inspirer: la récente campagne du Parti socialiste ouvier espagnol (PSOE) a été abordée, avec de nombreuses vidéos et graphismes très impressionnants. En vue des élections nationales, le PSOE a utilisé la première lettre du nom de famille du leader socialiste espagnol comme 'signe de marque': ‘con Z de Zapatero’ - avec le Z de Zapatero! Une autre source d'inspiration a été la campagne ‘TVA zéro sur les préservatifs’ du Groupe socialiste au Parlement européen. J'aimerais revenir
sur le point des conditions décentes pour l'immigration et pour
l'intégration des immigrés car il me semble qu'il s'agit-là d'un des
thèmes les plus importants pour le travail futur du PSE. Avec le
traité de Lisbonne, la coopération européenne en matière
d'immigration sera renforcée et lors de la prochaine réunion de
la Présidence du PSE, nous discuterons de
l'immigration et de l'intégration.
De mon point de vue, les conditions décentes pour l'immigration constituent pour l'instant l'un des plus grands défis aux droits de l'homme auquel est confrontée l'Union européenne. Nous parlons souvent de la nécessité de garantir des conditions de travail et de vie décentes pour les citoyens de l'UE qui cherchent du travail à travers les frontières européennes. Mais les immigrés venant de l'extérieur de l'UE sont également un groupe vulnérable et nous devons leur garantir des conditions décentes d'entrée et de séjour. Comment susciter un
plus grand intérêt pour la politique européenne? Lolomodrego a posé la question il y a quelque temps
déjà et elle est très pertinente.
A mon avis, la réponse consiste en partie à rendre les choix politiques plus visibles. Nous devons confronter les citoyens d'Europe à un choix clair entre une Europe rouge et une Europe bleue. Nous devons faire en sorte qu'ils comprennent bien quel est ce choix et que ce qui se passe au Parlement européen ressemble aux luttes politiques au sein des parlements nationaux: il s'agit de choisir entre le Parti socialiste européen et les conservateurs, libéraux et extrémistes européens de tout poil.
Par ailleurs, nous devons utiliser au mieux l'outil d'Internet comme lieu de rencontre des progressistes. Peut-être que nous ne pouvons nous permettre de voyager et de nous rencontrer physiquement mais nous pouvons le faire et débattre sur Internet. Les militants de la base aux USA sont connus pour leur utilisation optimale de cet outil - et s'ils le font, nous le pouvons aussi! Ce qui
importe aux socialistes, dans le capitalisme total et mondialisé,
c’est de parvenir à renouveler l’équation de la prospérité et de la
solidarité. Autrefois, dans la France de la fin du 19ème siècle, on
appelait cela le « solidarisme ». Il faudra la synthèse de la
République et du socialisme pour consolider, pour humaniser le
nouvel ordre individualiste et penser enfin les premières
assurances sociales. Il me semble que nous vivons à nouveau une
transition de ce genre. Nous avons à nous reposer, dans un contexte
radicalement différent, celui de la post-modernité, celui de
l’évanouissement des Etats-nations, l’éternelle question des
rapports de l’individu à la société. Quelles régulations, quelle
autorité est-il légitime d’imposer à l’individu affranchi ? La
question vaut dans tous les domaines : au sein de la famille, dans
l’entreprise, dans la rue, à l’université, devant la feuille

European election to date candidates from the PES Member Parties have campaigned under their
national party banners. Apart for the initiated in Brussels, and
the growing band of PES activists and members of ECOSY, few of
the electorate have ever heard of the PES. Yet when the MEPs,
freshly elected, find themselves in Brussels and Strasbourg
freshly elected in 2009, working in a pan-European party
political manner in the Socialist Group in the European Parliament
will become second nature.
So how do we bridge this gap, and is it indeed worth doing so?

Today, economic
globalization is an obviously true. Social globalization is not so
obvious. The reason is that economic liberalism is based in
“laissez fair-laissez passer” so, they don’t need any institution
to make it happen, the
invisible hand of Adam Smith does their work very efficiently.
The capitals move freely everywhere and they go where they get more
profits, normally they go to the countries where social rights are
not so strong because the welfare state requires a lot of money in
taxes. From my point of view, the only way to avoid this situation
is to build a strong European Socialist Party. European Union must
to take enough power to became one of the main international
subjects (USA, IMF, MB, Japan…) with real capacity of influence in
the international scene. Today, decisions must to be taken in a
global way, socialists must to put together all their resources to
push for a change in the institutions, and ways of acting of the
European Union. Socialism must to became global, as global as
liberalism, other way our main institution will disappear.

Hey!
It’s my third day as your guest blogger, and today I would like
to present some specific policy proposals. And I will start with
a political issue very close to my heart: the environment.
None of my parents (Bo and
Gunnel) were members of a political party when I
grew up. However, my dad Bo was very interested in politics in
general, and environmental issues in particular. He started
working with green issues already in the early 1960s, when
Rachel Carson’s book ”Silent Spring” served as one
of the first alarm bells. At the time, my dad did some research
into why some birds’ eggs were too shallow and broke before the
new little bird was born. The reason was that the birds were fed
with foodstuffs containing mercury.
Ever since 1960s, we have gradually become better at ensuring
that growth must be ecologically and socially sustainable. If
growth means that birds are fed mercury, our society will not be
sustainable in the long run. The EU has been good at slowly
transforming societies in the right direction in this way, and
Mark Leonard wrote a fantastic little book about
how the EU's ”soft power” is so much more efficient...

Hello again folks,
As your guest blogger this week, I have decided to bring up
serious questions, but I also want to bring personal stories into
it. I hope this will facilitate things and make the posts more
interesting when you follow my train of thoughts. So here goes
again:
In 2002-2003 I had one of the best experiences of my life. I was
working as a ”research fellow” at a Democratic think tank in
Washington DC. The think tank can be traced back to Bill
Clinton’s renewal of the Democratic party, but also his
great interest in policy. Both Clintons are real policy wonks, if
you didn’t know.
Being a ”research fellow” meant that I wrote a few rather serious
papers and articles, but most notably it gave me a chance just to
hang around at a think tank in Washington DC. I had the
opportunity to just be there and learn how the political world
works up on Capitol Hill. Hanging out also included a beer or two
at the classic über-political hangout ”Hawk and
Dove”, as well as a fantastic meeting with senator Paul Wellstone of Minnesota (who tragically died in
a plane crash in the autumn of 2002). I was also by far the worst
soft ball-player on the team the think tank had, but it was fun
to play against other think...

Y’all,
As your specially invited blogger this week, I must first say
that I am very honored. And since I try to keep two blogs as it
is (in English here and in Swedish here), I have learnt that
the best blog posts are not too long. But since I have your
attention now, we must be serious to start with.
In the autumn of 1993, I attended my first seminar at university
level. I had registered for a course in economic history at
Stockholm University, a decision I had started to regret right
before the course started. The summer of 1993 had been great. I
was in love with music (rock’n’roll, that is),
literature (Jack Kerouac, that summer) and
politics (social democracy, of course. But with
a more radical socialist twist, in those days).
When autumn arrived, I didn’t want to study economic history. It
sounded too... serious. I tried to swap for literature, but
thanks to the rigid rules at Stockholm University, I had to stick
to the original plan.
At the first seminar in economic history, our very old and
brilliant professor (who taught his last semester that year),
rose from his chair and wrote on word on the chalkboard:
Interdependence.
I had never heard of ”globalization”...

La délégation du
PSE aux Etats-Unis et les Démocrates américains sont d'accord
pour dire qu'il faut agir face aux marchés financiers
internationaux, et en particulier face aux fonds spéculatifs et
de capital à risque.
Ces fonds privés échappent souvent aux règles de la transparence et à la fiscalité qui s'appliquent aux autres acteurs des marchés financiers! Ils participent souvent à des rachats d'entreprises par endettement (ou ‘leveraged buy outs’ - LBO). Ainsi, des entreprises saines sont rachetées avec de l'argent emprunté, puis elles se retrouvent endettées jusqu'au cou et leurs travailleurs sont licenciés – ou alors, ils subissent une détérioration des conditions de travail - pour satisfaire la recherche acharnée de bénéfices plus élevés de ces fonds. Il existe un consensus, du moins entre le PSE et les plus anciens membres du Parti démocrate américain, sur le fait que le manque d'informations sur les activités des fonds spéculatifs porte atteinte aux marchés financiers, et pire encore, aux pensions et à l'épargne des familles des travailleurs. Le/la
prochain/e président/e démocrate – Clinton ou Obama – pourrait
prêter serment pratiquement en même temps que le premier
président dont l'UE se sera jamais doté et que le nouveau
Haut-représentant de l'UE pour la politique étrangère et de
sécurité.
On pourra peut-être dire que la présidente Clinton ou le
président Obama disposera d'un numéro de téléphone unique pour
l'UE (ce que réclament d'ailleurs les Américains depuis
longtemps) - du moins, pour ce qui a trait à la politique
étrangère de l'UE.
Un président démocrate, homme ou femme, serait plus engagé que
Bush – ou McCain – en faveur d'une coopération avec les alliés de
l'Amérique, parmi lesquels l'Europe.
Mais même si un nouveau chapitre diplomatique pourrait s'ouvrir,
de nombreuses différends devront être résolus. Certains
Américains accusent l'Europe de profiter des USA pour les
interventions militaires coûteuses et difficiles, comme pour la
force internationale en Afghanistan. Par ailleurs, d'autres
Américains reconnaissent que l'Europe pourrait...

L'Amérique retient
son souffle en vue du super-mardi! Et à juste titre.
Il y a à peine deux ans, il aurait été impensable de voir une
femme et un noir se présenter comme candidats aux présidentielles
aux Etats-Unis. Aujourd'hui, toute l'Amérique ne parle plus que
du duel Clinton/Obama.
La course à l'investiture républicaine ne semble pas susciter
autant de passion, même si le fait que de nombreux conservateurs
considèrent que McCain n'est pas assez à droite semble témoigner
d'un virage vers le centre de la politique américaine. Les
sondages indiquent que John McCain pourrait bien remporter la
course à l'investiture républicaine en ce 'Super Tuesday'. On ne
peut pas en dire autant pour les Démocrates...
Tant Clinton qu'Obama représentent un énorme changement par rapport à l'ère Bush. C'est ce qui passionne les socialistes européens du reste. Mais la différence entre les deux candidats démocrates n'est pas vraiment de nature politique: tous deux veulent mettre fin à la guerre en Irak, étendre le système de soins de santé aux millions d'Américains qui en sont exclus et remettre les Etats-Unis sur...

au vendredi 8 février, le président du PSE Poul Nyrup Rasmussen
sera avec une délégation socialiste à Washington et à New York
afin d'y rencontrer les dirigeants démocrates américains.
M. Rasmussen sera donc présent lors du "super-mardi", lorsque 22 états choisiront entre Hillary Clinton, Barack Obama et John Edwards comme leur candidat/e aux élections présidentielles.

Regions brings together local and regional politicians from
everywhere in Europe. PES is represented here as well – with 110
full members. Now the members of the PES Group in the Committee
of the Regions will have their say in the PES manifesto
consultation – they have launched a manifesto section on their website, inviting their
friends to join the debate.
Mercedes Bresso, President of the PES Group in the Committee of the Regions, who oversees the consultation process, stresses: "To be truly democratic, the PES Manifesto consultation needs to be taken to the level closest to the citizens. I haven’t seen any
news coverage of last week's PES Council in Sofia, so I don’t know what
spin the media made of it. From my perspective it was a success.
Everybody already knows about the weather conditions that
prevented a full house plenary and the presence of more high rank
officials; but, even thought, the level of the discussions and
the quality time available more than compensated this unfortunate
event.
The funny thing is that I’ve been told that the airport was build in that location by German engineers in World War II, exactly because of the fog condition - it would make the place easy to defend and invisible to enemy attacks.
The political contribute of this PES Council was very intense, as the Manifesto 2009 took off with attention and strength. Most of the plenary interventions were in accordance to the four main issues – Save our planet, New Social Europe, European democracy and diversity and EU in the world – with some very good ideas and interventions....

Like yesterday, this
afternoon offered a number of fringe meetings. One of them was
devoted to PES
activists and how they can take part in PES campaign for the
2009 European elections. The meeting clearly demonstrated the
growing need of grassroots party members to participate in the
European political debate, and expressed the necessity of a
well-organized and Europe-wide activist network. Participants
agreed that the PES manifesto campaign is an ideal tool to
participate in the political debate and to share local experiences
at the European level. Many also mentioned the initiative as an
opportunity to consolidate a strong network of socialist and social

suggest investments in research into all kinds of
energy."

"I think it is very important that the PES manifesto presents an integrated and whole strategy to environmental issues. These problems are not isolated from other issues such as social problems and foreign and security policy."

The first day of the PES Council in Sofia went well, despite the climate conditions, with rich debates and conferences. Rainbow Rose LGBT was well represented by Rodrigo Martín Galán during the debate on European democracy and diversity yesterday afternoon. As many speakers remarked, article 13 of the EC treaty, and other binding European laws such as anti-discrimination directives 2000/78 and 2000/43, are already implemented in all member States, improving the conditions of LGBT persons, women or disabled persons in all areas of social life. Still, it also appears clearly that EU treaties and regulations, being no magic solutions, had not eliminated racism, sexism, homophobia or transphobia in our societies. As socialist activists and NGOs report daily, discriminations in employment and work conditions, hate crimes, intolerant speeches in day-to-day life, are a reality we must face.
Rainbow Rose met at lunch time, outside the Council, with Bulgarian LGBT activists who could explain us what kind of exactions they live with in their country – and Bulgaria is not an exception. As European socialists are talking, these days in...

The 2007 PES Council began, despite weather conditions. Fog in Sofia led to the closing of the airport and to the impossibility of 2/3 of participants arriving. There are stories of delegates, activists and guests spread all over Eastern Europe, from Romania to other Bulgarian small aeroports.

When the PES Council starts tomorrow in Sofia, Bulgaria, you will be able to follow the year’s biggest PES event on Yourspace. There will be hourly blog posts updating you on what goes on in the National Palace of Culture in Sofia.
