    European political parties can play an important role in shaping European democracy and therefore they should play an important part in our manifesto theme on European Democracy and Diversity. In order to start a discussion, I would like to present two short texts. One is a translated paragraph from the new SPD (German social democrats) manifesto "Hamburg Programme". It is taken from the chapter "Democratic Europe". The second text is composed of a few paragraphs drawn up by me.

    1.) This is a quote from the German social democrats on "Democratic Europe":

    European democracy requires a European public scope. European media, organizations of civil society, social partners, but even strong European political parties are indispensable for this. Our aim is to develop the Social Democratic Party of Europe to become a functioning members’ and program party. We are favouring the elaboration of a program of social democratic principles for Europe. In the elections to the European Parliament we want to present a pan-European candidate.

    I haven’t seen any news coverage of last week's PES Council in Sofia, so I don’t know what spin the media made of it. From my perspective it was a success. Everybody already knows about the weather conditions that prevented a full house plenary and the presence of more high rank officials; but, even thought, the level of the discussions and the quality time available more than compensated this unfortunate event.

    The funny thing is that I’ve been told that the airport was build in that location by German engineers in World War II, exactly because of the fog condition - it would make the place easy to defend and invisible to enemy attacks.

    Effectively, I’m proud of the work developed by the Portuguese Presidency, and by the cooperation of European Union Member States, in the signature of the “European Union Reform Treaty”. Undoubtedly, we are on the right way.

    In fact, as you know, only with a strong and united Europe we will be able to overcome the current difficulties.

    On the other hand, it is clear that all Member States will benefit with the new decision mechanisms introduced by this new treaty.

    The World needs an effective Europe, able to intervene in the important matters. Finally, I believe that a new way for the European Union and the rest of the world has begun.

    Let’s go to work!

    Like yesterday, this afternoon offered a number of fringe meetings. One of them was devoted to PES activists and how they can take part in PES campaign for the 2009 European elections. The meeting clearly demonstrated the growing need of grassroots party members to participate in the European political debate, and expressed the necessity of a well-organized and Europe-wide activist network. Participants agreed that the PES manifesto campaign is an ideal tool to participate in the political debate and to share local experiences at the European level. Many also mentioned the initiative as an opportunity to consolidate a strong network of socialist and social democratic grassroots in Europe.

    Sylvia Lacroux, from the PES activist city group in Geneva, was one of the participants in the meeting. We asked her what she thought should be the most important priority for the PES manifesto:

    The first day of the PES Council in Sofia went well, despite the climate conditions, with rich debates and conferences. Rainbow Rose LGBT was well represented by Rodrigo Martín Galán during the debate on European democracy and diversity yesterday afternoon. As many speakers remarked, article 13 of the EC treaty, and other binding European laws such as anti-discrimination directives 2000/78 and 2000/43, are already implemented in all member States, improving the conditions of LGBT persons, women or disabled persons in all areas of social life. Still, it also appears clearly that EU treaties and regulations, being no magic solutions, had not eliminated racism, sexism, homophobia or transphobia in our societies. As socialist activists and NGOs report daily, discriminations in employment and work conditions, hate crimes, intolerant speeches in day-to-day life, are a reality we must face.

    When the PES Council starts tomorrow in Sofia, Bulgaria, you will be able to follow the year’s biggest PES event on Yourspace.     The result of the new elections in Poland brought hope that our country will no longer be perceived on the international arena as a not particularly sociable companion at the EU table. As member of the left-wing party I may not be overexcited about the victory of the right-oriented party, such as the Citizens’ Platform. Nevertheless, I hope that the new government will use the experience of Polish social democrats, who – even when they are not in power – make every effort possible to keep and develop good relations with our neighbours and especially with Germany, our biggest partner.

    The Party of European Socialists has on many occasions underlined the importance of good cooperation between Member States – both for the sake of internal EU relations, but also externally, to build the power of the European Union in the world.     At the beginning of the paper on the New Social Europe it is stated that the EU is admired across the world for its social model. Nevertheless, we are worried because there are still first and second class citizens within the EU in the field of civil rights. The PES manifesto should state the intention of the PES to find solutions for this problem.

    Let us approach this issue from a historical point of view: before the Enlightment in the XVIII century, many sectors of the European population did not have the opportunity to decide on their place in society. Enlightment philosophers placed human dignity at the heart of the European way of thinking. This historical process continued with the French Revolution where all members of society, regardless of their social class, would obtain the opportunity to determine their own life and their personal development.

    This Saturday the PES manifesto buzz reached Wielkopolska in Poland! At a meeting of the Local Government Academy – that gathers councillors of the region’s cities and counties – Elwira Bowers, co-worker of Marek Siwiec, presented Yourspace and the PES manifesto campaign.

    What would you say if you got the chance to speak in front of PES Council? PES activists are invited to send us statements for the PES Council in Sofia which will then be shown during debates.


    Make a video of yourself, stating what you think should be in the PES manifesto for the 2009 European elections and put it out on YouTube – and have the chance to be shown in Sofia! For inspiration, have a look at the questions on the manifesto theme papers. For constraints of time – many activists would like a say – we cannot accept videos that are longer than 30 seconds. Please record your video in a quiet place, since it is impossible for us to show it if the sound quality is poor.

    On the 8th and 9th of November, the European Parliament organised an “Agora”, a big consultative event with and for civil society. About 400 representatives of different civil society organisations had been invited to Brussels by different committees of the European Parliament, in order to discuss the institutional novelties of the Reform Treaty and how the European Union could look like in the future. According to the main initiators, Gérard Onesta, Vice-President of the European Parliament, and Jo Leinen, president of the Constitutional Affairs Committee, it was the first time the Parliament engaged in a consultation exercise with such a large audience. Divided in five different workshops, the participants discussed “Tasks”, “Rights”, “Tools”, “Borders” and “Horizons” of the EU and came up with conclusions for the closing plenary session.

    As I watched the news covering the recent outbreak of violence in Prague connected with the attempt of the neo-Nazis to march in the Jewish quarter of the city, known as Josefov, to “celebrate” the anniversary of the so-called Kristallnacht of 1938, when the Nazis attacked Jewish houses and temples, I did not think much about these modern-day followers of Hitler. Instead, I focused on the reaction of the inhabitants of Prague and their supporters who came from many countries to defend the historic part of town from the massive demonstration of hatred. Seeing thousands of people wearing yellow stars of David as sign of unity with the Jewish inhabitants of Prague, ready to stand against the groups of aggressors, brought my mind to the issue of diversity in Europe.

    I am happy to be part of the Party of European Socialists, which has drawn so much attention to matters of diversity and said a loud “no” to intolerance it in its recent campaign. It gives me hope that the main message of the campaign will be present in the PES manifesto and that the party will contribute to strengthening of diversity and tolerance in the European Union in the upcoming years.     Obviously we can't bracket together every new member of the EU from the former Eastern Bloc. But the problems with democratic stability and forming a new equitable economic balance are consistent from state to state. Every country has issues with the far-right either growing in influence or forming new organisations. Whilst these remain marginal, in many cases these influence the debate, even to the point where a member party of the PES, in Slovakia, feels obliged to join a coalition with extreme right elements.

    The problems seem to often stem from the political economy which has replaced the monolithic state system. Politicians have generally failed to explain the challenge of converting to a market economy, and the huge changes to the social geography that this has entailed. Worse still, there is a risk that the new economies are becoming distorted into mirror images of developing countries, with huge inequalities between rich and poor, and failing public services. That the new industries will be simply dirty, primary industries, exploiting natural resources and a cowed workforce. This is not good enough for the EU. We still need to monitor how the new EU countries are performing across a variety of criteria - not just the Maastricht budgetary restrictions!
