In my post I would like to adress the following questions as proposed in the discussion paper (available at the top of this page or here):

2. What sort of UN reform should the EU propose?
I think that - in the longterm - the UN Security Council should be replaced by the UN General Assembly as the central decision making body within the UN umbrella. To this end, I think it will be necessary to elect UN representatives in direct elections to arrive at a sort of 'world elections' in a manifestation of the supremacy of democracy over other, more exclusive forms of government.
 
4. How should the EU work efficiently with NATO?
I think we should think about developing military structures on a European level outside NATO in order to indenpendently carry out missions covered by the Petersberg tasks and the UN. Also, I think the EU member states actively engaged in the NATO should press the US to restrain from engaging private contractors in conflic regions (keyword: Blackwater).
 
8. What actions should be undertaken by the EU to achieve the UN Millennium Goals?
I think that the sole establishment of a headline number, such as 0.7 percent of GDP spent on Development Aid, will not be sufficient to face the challenge of economic (and social!) prosperity in developing countries. A more sophisticated approach towards the use of development funding has to be found. Especially, on this point please also see the attached pdf file for more information!

When I was much younger there was a goal to spend 1 % of the BNP of the developed nations on  "development aid" - since then we had life aid, tsunami aid, various NGO's...

but the real figures always showed huge profits made by 1st world countries exploiting

the soil of 3rd world countries, huge profits of trade..  on top of that those countries are now forced to open up their boundaries for the purpose of globalization and still more profits to be made by the wealthy of this world.  Feeding, schooling and dispensing health services in the unfortunate countries is the least of our economic worries : the price of the crude oil,

the nuclear energy, the prices of copper, caltron, gold, zinc that is what worries us.

 

and of course the well being of the "elected" presidents of Congo, zimbabwe.. the weath of the Saudi Arabian King and his family, the various sultans is very important and interesting news.  

 

We will not make the millenium goals, we will not stop the climate change unless we honestly try to establish peace in belligerent regions, we export our best technology in order to enhance food-production.  

 All our energy goes for the moment in endeauvour to make the rich richer and keep up "our way of life" - we should divert this energy into making the homless and hungry wealthier.  The earea for solid qualitative high agriculture hasn't been exhausted yet :

we should subsidize the agriculture on these new lands !
